Chase has been found

Chase was safely found and returned home- thanks to all concerned.


Please help find Chase, a brown 30 lb. beagle mix, with a black saddle who went missing from Van Dusen Blvd. in the Bloor/Islington area on Saturday Dec. 12th. He’s travelling & could be in this area.

He is wearing a red harness with Ohio Rabies tag. Chase is fully vaccinated, including rabies and microchipped.

Please help us to find this dog and bring him to safety. It would be a tradegy for him to be saved from death row in Ohio, only to die alone, cold, and afraid.

Chase is normally a friendly, timid, gentle dog but now he is frightened, alone, feels abandoned and scared. Should you encounter Chase do NOT attempt to grab him or his collar as that will frighten him. Dogs will sometimes bite in fear & we do not want anyone to put themselves at risk.

Off-Leash Park Approved

For those of you who couldn't make it out to the meeting the final outcome is essentially good news.

We had made application citing several sites in the Colonel Sam Smith area.
The city assessed all, most were deemed unacceptable, and finally they gained access to the area to the east of the RL Clark Water Treatment Plant between south Kipling and a little east of 23rd Street. The area is directly south of the Father Redmond running track and north of the treatment plant south parking/delivery area. It is smaller than hoped coming in at over 1 1/2 acres but hopefully it will be sufficient for our purposes. The city has agreed to fence but that will not happen till the spring due to installation issues.

I don't know about you but this is a great day! I can hardly wait till Frida can run loose without fear of canine capture!

Do Dogs go to Heaven?

From an unknown source, in one of those forwarded emails:




A man and his dog were walking along a road. The man was enjoying the scenery, when it suddenly occurred to him that he was dead.

He remembered dying, and that the dog walking beside him had been dead for years. He wondered where the road was leading them.

After a while, they came to a high, white stone wall along one side of the road. It looked like fine marble. At the top of a long hill, it was broken by a tall arch that glowed in the sunlight.

When he was standing before it he saw a magnificent gate in the arch that looked like mother-of-pearl, and the street that led to the gate looked like pure gold. He and the dog walked toward the gate, and as he got closer, he saw a man at a desk to one side.
When he was close enough, he called out, 'Excuse me, where are we?'

'This is Heaven, sir,' the man answered. 'Wow! Would you happen to have some water?' the man asked.

Of course, sir. Come right in, and I'll have some ice water brought right up.'The man gestured, and the gate began to open.

'Can my friend,' gesturing toward his dog, 'come in, too?' the traveler asked.

'I'm sorry, sir, but we don't accept pets.'

The man thought a moment and then turned back toward the road and continued the way he had been going with his dog.

After another long walk, and at the top of another long hill, he came to a dirt road leading through a farm gate that looked as if it had never been closed. There was no fence.

As he approached the gate, he saw a man inside, leaning against a tree and reading a book.

'Excuse me!' he called to the man. 'Do you have any water?'

'Yeah, sure, there's a pump over there, come on in.'

'How about my friend here?' the traveler gestured to the dog.

'There should be a bowl by the pump.'

They went through the gate, and sure enough, there was an old-fashioned hand pump with a bowl beside it.

The traveler filled the water bowl and took a long drink himself, then he gave some to the dog.

When they were full, he and the dog walked back toward the man who was standing by the tree

'What do you call this place?' the traveler asked.

'This is Heaven,' he answered.

'Well, that's confusing,' the traveler said. 'The man down the road said that was Heaven, too..'

'Oh, you mean the place with the gold street and pearly gates? Nope. That's hell.'

'Doesn't it make you mad for them to use your name like that?'

'No, we're just happy that they screen out the folks who would leave their best friends behind.'

Off Leash Meeting Notes

This past week there was a public meeting held to explain and discuss the process for Off-Leash Park applications. Generally most of the information is posted on the City of Toronto website, and is well explained. In attendance was approximately 30 residents of the area, a few representatives of Leash Free Mississauga, and of course the city staff holding the meeting.

One of the few points that are not readily available on the Toronto website that I gained from the meeting is;
- most if not all Leash Free sites will be fenced by the city. As well any benches, garbage containers, and other features are part of the city budget.
- a design process will be entered after the site has been fully approved and vetted. This will be with some consultation of the applicant group.
- a community group can make multiple applications for multiple parks/sites. Each must be submitted separately.

As well;
- Our site is still being processed, but all things moving well we can hope to hear from the city in November.
- There is also a very new application for Marie Curtis park (that I believe we should collectively support)

Lets hope that things move quickly and we can have a leash free park before the winter!

Off Leash Meeting with City Parks Staff

It has come to my attention that there will be an Off-leash meeting with City Parks Staff, arranged by Councillor Grimes, this Wednesday Sept 16 from 6:30-8:30pm. Unfortunately I was not contacted or informed of it , and have to work till 9pm that night.

I implore any and all available members to go out to the meeting and be heard. It is especially important that we have a profile at these meetings, and remember be courteous and open to all ideas.

City Strike is Over

By now everyone is aware the city strike is over. We were blessed to still have garbage collection here in Etobicoke, but other city services were not available while the strike continued. That included the processing of our Leash Free Park application.

Now that the city workers are back at work, hopefully we will see our application processed, but that may mean an even longer wait. We have to be patient and time will see the fruit of our labours. In the mean time, let's continue to recruit new members. As the summer holidays are coming to a close and we are all back in the city, we hope to see more members join up.

City Update

As you all know by now- the outside city workers are on strike. Because the branch we are dealing with about the Leash-Free park are part of the Parks Department we can expect a longer delay regarding our application.

The good news is we are steadily gaining more and more new members. I encourage you to keep up the great work on spreading the word and recruiting members. We are fast approaching 50 strong, and would like to see the number top 100 by the time we meet with the City.

A last note- The bylaw enforcement workers are not on strike. You can still be ticketed for walking off leash in the park.


And one more thing- a car is hot in the summer. Even with windows open it can easily get too hot for our furry friends. Please leave the pups at home if you can't take them in the store with you.

Application News

Hi all and welcome to several new members- Remember if you send me a photo we will post them on our blog.

Anyway, the application is in and has been received! That's the good news.

Unfortunately the City is in the process of reassessing the existing off-leash areas and all new applications are on hold till then. That means the optimistic processing time of 4 months could be much longer. :(

Until then we should continue to spread the word, and recruit new members. The hard part is yet to come. When the Parks Dept. assesses our site and meets with all of us, we will still need to pass a public meeting where we most likely will be met with opposition. This is where a strong, unified, organized and positive membership is vital.

Also remember, right now the waterfront is still an off leash area and as such dogs and owners caught are subject to a large fine.

Minutes of First Official Meeting- May3/09

A huge thanks to everyone who came out to our first official meeting.
The following are the minutes.

We went over the basic business of our association and the following details were agreed upon:

Mission Statement:
A group of dog lovers and dog owners who want to make South Etobicoke and especially Colonel Sam Smith a better place for all, including our canine friends.

Goals:
To create a LEASH FREE area near the waterfront. A place where our canine companions can run and play Off-leash 'legally'.
To provide a place for dog owners and lovers to find information about special events/ news/ warnings as per the website. Examples: Cherry Beach Association/Mississauga Off-Leash
To pursue further dog-centric activities in the area, such as events, walks and more, as we grow.

Rules or Bylaws of Association:
a) Ownership of a dog not required. Open to anyone who is a concerned local resident who wants to make a difference.
b) Must be respectful of other members as well as other local residents and groups. (Remember: not all dog owners are good citizens, and the best way to achieve our goals is to work with others as well as the City)
c) No membership fee is required to join at this time, but the we reserve the right to later ask for money to help continue the group.

The obligations and responsibilities of the association were discussed, and the conditions set out by the City explained.

After going over the map of the park area several areas were identified as sites of interest that will be included in the application.

Finally, 3 executive members were acclaimed, with 2, Maria and Joanne who will be on the application and a third- Christine, as an alternate. All other members were given flyers to distribute and asked to recruit new members.
Kim volunteered to help maintain the blog.

The meeting was adjourned, and a few photos were taken of some of the newest members for our blog.

What is Happening....

Since we have started to grow I thought it wise to contact the city about starting the process of designating a Leash-Free space. I spoke to a gentleman in the department who deals with off-leash parks and the processing of applications. He was tremendously helpful. I will try to explain all of the questions he was able to answer for us.

Q. ) Is the off-leash area at Don Russell due to close?
Ans.) At this point there are no plans to close Don Russell Off-leash area, but due to the construction and the exchange of lands- there will be some reassessment and possible fencing of the area in the future.

Q.) Has there ever been an application for an off-leash area in Colonel Sam Smith area?
Ans.) None officially since 2007, however there may have been casual enquiries in the past that were never pursued or discouraged due to low possibility of success.

Q.) What are the features or red flags the City looks for when processing an off-leash application.
Ans.) The City likes to see an area with good access to parking and amenities. Areas environmentally sensitive or designated as a nature reserve have a poor chance of a successful application.

Q.) What about areas like the Water Lands? Do we include them in a city application? What are the prospects of success?
Ans.) Water Lands -like those at RL Clark- have in the past been made into Off-leash areas. When creating an application include any and all lands in an area that are prospective Leash Free areas, and the Department will sort out any issues or problems with each area, that is part of the process.

Q.) How long does a normal application take to process?
Ans.) A simple process with no complications can take approximately 4 months.


So that means we should get started soon. The next step, an official meeting.

Pet-Centric Yard Sale- Please donate used items.

I know that many of you are participating in the Rescue Weekend that will be held at PawsWay (245 Queens Quay West) on May 16/17/18. This event will not only feature pet rescue organizations and shelters, but will also be hosting the Rescue Me PetCentric Yard Sale!

This event will be a giant indoor Yard Sale of Gently Used and New pet items. Items can be dropped off at PawsWay beginning on Wednesday April 8th in the donation bin at the front of the building, just inside the doors. You can access the bin 7 days a week between 8am – 8pm.

We will be accepting donations of pet items (both cat & dog) as cat rescue groups will be upstairs for this event. Items can be new or gently used. No food or pet food related items can be donated.
Please feel free to drop off your donations of any of the following products:

Collars
Harnesses
Leashes
Crates
Pet Clothing
Food/Water Bowls
Beds
Brushes/Grooming equipment
Toys

All items should be washed or cleaned before being donated.

If you are a rescue and would like to collect items on behalf of your rescue group please do so, pack them in a sealed box and drop them off at PawsWay with your Rescue Groups Name clearly printed on the box. We will then ensure that any money raised from items donated for your rescue will go back to you.

If you are a Rescue Group and would like to participate in the weekend and have not yet sent in a commitment form please fax it in ASAP!

This will be a very important fundraising event for all of the rescue groups. Please feel free to donate any new or gently used cat/dog items that you no longer need or your pet has outgrown.

The Good Weather is coming!

I can hardly wait for the spring to really arrive. The dog walks will get longer along with the days. I know Frida is looking forward to it. So it saddens me that the creation of the Association is dragging along so slowly. We need members in order to comply with the city's policy for a leash free park. I know that I always dread the big blue truck coming through the park- even when we are walking on leash. It is sort of creepy to feel like a criminal even when you comply with the law.

So Please! If you haven't already sign up today, make you friends and family members too so we can get a park for our fine furry friends.

We need more members!

These are early days, and we are happy to have a growing membership. But we need more members. According to the rules of the City of Toronto, an active Dog Owners Association is required to make the application to City Hall. "City Policy (1) Dog owners interested in establishing a leash free area in a City Park must establish a local dog-owner association.)"

It is not enough to agree, you have to get involved. And wouldn't it be great to have a collective of other dog owners and dog lovers so we can not only get the much needed Leash Free park, but also so we can have doggie events, and maybe even some sort of doggie sponsorship. The potential is great and totally unharnessed (forgive the pun).

So sign up your neighbours and friends. Encourage other dog owners to sign on. But we need everyone to become an official member. Your support, although welcome is just not enough!

What is an Association?

For those of you unsure of what is required by the city to get a 'dog park', the first and probably most important step is to form an association. A quasi-legal group of like-minded individuals who will petition the city. To be an association there must be at least 10 members, a set of bylaws, meetings and some appointed officers. That being said, to confirm membership I must have the real names and addresses of interested parties. It is not enough to agree. Like a petition, it has no teeth without a face (or name).

That being said, I prefer to not announce my personal information on the internet, and understand if you feel the same; so email me and I will discuss it personally with you. I will happily share my details with other members of the association. Frida is only my spokes dog and a way to connect to others in the area who feel as I do, that we need a place for our canine companions to run Leash Free.

Get involved, and sign up today so we can try and get this park before the end of the summer (and before the Leash Police ticket again!)

Let there be a lease free zone!

We walk around saying that we need a place to let dogs be dogs, but it never seems to happen. I have lived in the neighbourhood for over 10 years and aside from the postage stamp over by Don Russell park (which is currently a construction zone) there is no place for our furry friends to romp and play lease free legally.

Recent good weather has only highlighted the problem, with an increase in complaints of off-lease dogs and a strong presence of Animal Control. Most of the dogs walkers I encounter are law-abiding citizens who scoop the poop, and pick up garbage left behind by others. They understand that the water front, while attractive, is home to a diverse and delicate population of wild birds, and is a popular walking area for families and children. The dogs need their own place.

And a perfect spot is the open lawn next to the RL Clark Filtration Plant. The land as far as I am aware is open, the city cannot and will not build on it because the plant, and it is unused, except for the dogs walkers who want to avoid the waterfront.



So where does this leave us?

Well the city requires a organized group to petition them inorder to create this doggie sanctuary. I am far to busy to do this, so other admins are welcome, but here is my first contrbution. This is the first installment of a dog owners, and a dog walkers association so we can get the much needed space. In order to abide by city policy I will be recruiting owners, walkers and their friends to become members of this group.

Right now there will be no membership fee, but in the future if we need to contribute lets say, fencing, or picnic tables we may poll the membership for funds. All we need now is your full and real name, your address and phone number and email (for mailings) This is so we can show the city we are an organized and offical group. It will not be used for sales or solicitations and it will not be sold or trades to other organizations. I will ask that you allow yourselves to recieve newsletters, which will mainly consist of an email alert that links to new postings on this blog. I also hope that if and when there are meetings with the city I can count on your attendance.

City Rules for Establishing Off-Leash Areas

To apply for an off-leash area:
1) Dog owners interested in establishing a leash free area in a City Park must establish a local dog-owner association.
2) The proponents must identify two key contacts and submit a written proposal to Parks, Forestry and Recreation, attention: Parks Director.
3) The Ward Councillor will be notified of the proposal for an off-leash area and kept apprised of the outcome of the review process.
4) Parks, Forestry and Recreation in consultation with Toronto Public Health, Animal Services, Toronto Water or other divisions/agencies as required, will review the proposal and assess the site against the above-noted criteria.
5) If the proposal does not meet the above criteria, the Park Supervisor will advise the dog-owner association in writing of the reasons why the location is not appropriate.
6) Where the proposed site is deemed suitable by Parks, Forestry and Recreation, the Division will contact the local Ward Councillor and host a public information meeting to advise interested residents, community representatives, advisory council members, sports groups, area schools, business improvement areas, residents’ associations and other park users that an off-leash area will be located in the identified park.
7) Public notice will be provided to the local Ward Councillor and all interested parks stakeholders (as indicated above) and be posted a minimum of 10 days prior to any scheduled meeting.
8) Parks, Forestry and Recreation shall negotiate the use of alternative sites with the dog-owner association, where the General Manager or designate deems it necessary or desirable to do so, and subject to any necessary approval from City officials.
